New policy: criminal record clearance on visit visas
All expatriate university degree holders of all nationalities who are visiting Kuwait on a commercial visa with the intention of transferring to Article 18 (work visa), must have a criminal record clearance from their country of origin or the country in which they currently reside. Before approaching the Kuwaiti embassy in their respective countries, expatriates need the clearance to be issued after the date of the visit visa.
Those who are visiting Kuwait on a family-visit visa who can and wish to be transferred to a dependent residency, they need to follow the same procedure before approaching the Kuwaiti embassy in their respective countries. MoH kuwait urged to provide face masks to students,teachers
Ministry of Education (MoE) Undersecretary Tomadher Al-Sedarawi has asked the Ministry of Health (MoH) to distribute face masks to students and teachers at the start of the new academic year to prevent further spread of swine flu, reports Al-Anba daily. Indicating she expects MoH to equip 120 school clinics - 20 in each educational zone - with the necessary tools to combat swine flu, Al-Sedarawi asked the ministry to provide the required equipment and certain number of nurses by companies contracted to render such services. She also confirmed plans to use theaters and sports halls in schools located near the hospitals and clinics as shelters for infected persons, in coordination with MoH and Voluntary Work Center, which is currently headed by Sheikha Amthal Al-Ahmad. She said MoE has asked the Union of Private Schools to appoint a communications officer, who will coordinate with the team tasked to control swine flu in case of an outbreak in schools.Al-Sedarawi disclosed MoE has also reached an agreement with the Cooperative Societies Union to provide cleaning items to schools, as part of its plan to launch a cleanliness campaign at the beginning of the new school year. She said the ministry will ensure that the schools are cleaned frequently, especially the tables to prevent any contamination. Affirming an emergency hotline will be provided for schools to immediately report swine flu cases to the health centers, Al-Sedarawi ruled out the possibility of postponing the opening of the new academic year as the ministry is keen on taking the necessary precautionary measures, along with its health counterpart, to protect the health of students, teachers and administrative staff. Revealing the ministry has started taking steps to accommodate more than 185,000 students in the next academic year, Al- Sedarawi explained the campaign includes Arabic schools and talks have also started on the possibility of providing MoE with vaccines, although the expected quantity is very minimal.Asserting MoE will always consider the suggestions of its health counterpart to prevent the spread of swine flu, Al-Sedarawi admitted “we might consider closing down schools in case of a pandemic.” She also vowed to coordinate with other concerned officials to look into the possibility of reducing time allocated for the morning assembly to avoid crowds in schools. Commenting on Al-Sedarawi’s request to provide schools with face masks, Public Health Department Manager Dr Rashid Al-Owais pointed out this mechanism has been proven effective in other parts of the world. He clarified only doctors and nurses looking after infected patients are required to wear these masks. Confirming that MoH will provide school clinics with face masks and protective gear, stated Kuwait has ordered 45,000 vaccination injections, which will be delivered in October. Meanwhile, Chairman of Private Schools Union Omar Al-Ghareer asked MoE to coordinate closely with the cooperative societies for the supply of cleaning items at the beginning of the school year. He also urged owners of private schools to prepare quarantine rooms for suspected swine flu cases in schools prior to their transfer to the Infectious Diseases Hospital.

2. Giloi (medicinal name Tinospora cordifolia) is a commonly available plant in many areas. Take a one-foot long branch of giloi, add five to six leaves of Tulsi and boil in water for 15-20 minutes or long enough to allow the water to extract its properties. Add black pepper and sendha (salt used during religious fasts), rock or black salt, or Misri (crystalised sugar like lumps to make it sweet) according to taste. Let it cool a bit and drink this kadha (concoction) while still warm. It will work wonders for your immunity. If giloi plant is not available, get processed giloi powder from Hamdard or others, and concoct a similar drink once a day.
3. A small piece of camphor (kapoor) approximately the size of a tablet should be taken once or twice a month. It can be swallowed with water by adults while children can take it along with mashed potatoes or banana because they will find it difficult to have it without any aides. Please remember camphor is not to be taken everyday, but only once each season, or once a month.
4. Those who can take garlic, must have two pods of raw garlic first thing in the morning. To be swallowed daily with lukewarm water. Garlic too strengthens immunity like the earlier measures mentioned.
5. Those not allergic to milk, must take a glass of hot or lukewarm milk every night with a small measure of haldi (turmeric).
6. Aloe vera (gwarpatha) too is a commonly available plant. Its thick and long, cactus-like leaves have an odourless gel. A teaspoon gel taken with water daily can work wonders for not only your skin and joint pains, but also boost immunity.
7. Take homeopathic medicines — Pyrogenium 200 and Inflenzium 200 in particular — five tablets three times a day, or two-three drops three times a day. While these are not specifically targeted at H1N1 either, these work well as preventive against common flu virus.
8. Do Pranayam daily (preferably under guidance if you are already not initiated into it) and go for morning jog/walk regularly to keep your throat and lungs in good condition and body in fine fettle. Even in small measures, it will work wonders for your body’s resistance against all such diseases which attack the nose, throat and lungs, besides keeping you fit.
9. Have citrus fruits, particularly Vitamin C rich Amla (Indian gooseberry) juice. Since fresh Amla is not yet available in the market (not for another three to four months), it is not a bad idea to buy packaged Amla juice which is commonly available nowadays.
10. Last but not the least, wash your hands frequently every day with soap and warm water for 15-20 seconds; especially before meals, or each time after touching a surface that you suspect could be contaminated with flu virus such as a door handle or a knob/handle, especially if you have returned from a public place or used public transport. Alcohol-based hand cleaners should be kept handy at all times and used until you can get soap and warm water.

Revealing the committee continued Wednesday discussions on the proposed amendments to the new private sector labor law, Al-Afasi pointed out the government and Parliament unanimously approved the law during the first reading, but its enactment was delayed due to the dissolution of the Parliament. “Institutions like Kuwait Workers Union, Kuwait Chamber of Commerce and Industry (KCCI), and Banks Union have a number of reservations on the law. All parties involved and meet international expectations as the whole nation has been waiting for its ratification for quite a long time,” he opined.Indicating the Aug 19 session might not be enough to discuss the 147-article law as well as the proposed amendments, Al-Afasi argued “the government has nothing against the law, considering it is one of the proponents. Our main concern is that MPs might be compelled to rush its ratification. If the committee can finalize the law, analyze the proposed amendments and submit a detailed report prior to the session, then we have nothing to worry about.” He also affirmed the committee’s dedication to complete its deliberations, which will be attended by representatives from the government and other concerned bodies, before the session.
On the other hand, Committee Chairman Saad Al-Khanfour disclosed the committee listened to Al-Afasi’s point of view on the need to give his ministry more time to study the comments and amendments presented by MPs and other concerned authorities before enacting the law. He said the committee has agreed to hold a series of meetings next week – from Sunday until Tuesday – to deliberate on the proposed amendments and finalize its report, which will be presented to the Parliament during the emergency session Wednesday.Meanwhile, committee member MP Dr Waleed Al-Tabtabaei looks forward to the completion of the report before the emergency session. He clarified the government and Parliament had earlier reached an agreement on the law, but other relevant authorities, such as the KCCI and Kuwait Workers Union, have presented viable amendments that require further discussions to come up with a satisfactory and comprehensive law.Al-Tabtabaei revealed the proposed amendments are related to salaries of workers and employment of women. He also quoted Al-Afasi as saying that Deputy Parliament Speaker Abdullah Al-Roumi’s proposal to establish a recruitment authority for private sector and domestic workers is a step towards the cancellation of the sponsorship system.
Another committee member, MP Dr Salwa Al-Jassar, has appealed to the government and Parliament not to politicize the laid-off Kuwaitis issue. She underscored the need to solve the problem immediately through the issuance of a temporary decision to guarantee a comfortable life for Kuwaitis who were laid off from work or forced to resign.Wondering why the issue is being discussed now while the global economic crisis started 10 months ago, Al-Jassar asked why the Financial and Economic Affairs Committee in the previous Parliament tackled the economic stimulus bill without taking into consideration the plight of laid-off Kuwaitis. She said this bill is aimed at helping investment and financial companies overcome losses incurred due to the crisis, even if some of these companies had dismissed Kuwaiti employees as part of their cost-cutting measures.
Al-Jassar asked the government to help laid-off Kuwaitis overcome their financial burdens through the following measures: * The Government Manpower Restructuring Program (GMRP) should study the situation of the laid-off employees and those who were forced to resign through the establishment of a competent committee, which will be tasked to look into their problems.* Provide them with jobs immediately through the Civil Service Commission (CSC) and GMRP, in accordance with their qualifications and experiences.* Impose penalties on private companies that retrenched Kuwaiti employees without any valid reason.* Use the financial and economic expertise of those who retired from the private sector through consultations with the Central Bank of Kuwait (CBK).* Work towards enacting the new private sector labor law by revising the articles that provide financial guarantees and prevent the recurrence of the problems of Kuwaitis laid off from work or forced to resign.* GMRP should present a weekly report to the Health , Social Affairs and Labor committee on the latest developments on issues concerning the laid-off workers and those who were forced to resign* Identify names of the companies that terminated the services of Kuwaiti employees to specify the number of non-Kuwaiti employees who were laid off from work or are still working. * Check whether the companies that retrenched Kuwaitis have incurred losses due to the global economic crisis or they are still making profits.* Determine the number of non-Kuwaitis working in the private sector, as well as their qualifications and experiences to activate a decision on the replacement of expatriate workers with Kuwaitis. * Ministries of Social Affairs, Labor, Commerce and Industry should study the current situation of private companies that dismissed Kuwaiti employees to determine their financial, administrative and technical status.* GMRP should publish announcements in local news encouraging Kuwaitis who were dismissed from work or forced to resign to submit the required documents to give them jobs suitable to their professional and technical expertise.
Fennel seed treatment claimed effective to prevent swine flu
Drinking a decoction made of fennel seeds soaked in warm water first thing in the morning could prevent you from catching swine flu says a study published in a Chinese medical research magazine.
According to report published in Al Khaleej a local Arabic daily, the study has resulted in an increase of fennel seeds sales by 50 per cent in some Asian countries.
The report read that similar increase in sales was also visible in countries like Saudi Arabia and Egypt.
The fennel seed warm drink is being distributed to people who are making pilgrimage to the holy cities of Makkah and Madinah.

Dubai malls started trial period for paid parking system
The parking management system was announced last month to ensure that the malls' customers who use their own transport have adequate parking places once the Dubai Metro service begins on September 9.
The move is designed to deter park and ride Metro users who may use the malls' parking facilities as Mall of the Emirates and Deira City Centre Metro Stations are close by.
Starting on September 10, visitors to Mall of the Emirates and Deira City Centre will be provided with three hours' free parking on weekdays and fours hours at the weekends (Fridays and Saturdays). For customers wanting to watch a movie, an extra free hour will be provided on both weekdays and weekends.
Customers must collect a ticket at a parking entry station, use an automatic pay machine when leaving and swipe at the exit barrier.
First Saudi women work as maids
The first group of Saudi housemaids has begun work under a government scheme, say reports from Saudi Arabia. Until now, the job - which is regarded by many Saudis as demeaning - had been mostly restricted to Asian women.The Saudi Ministry of Labour permitted Saudi women to work as maids two years ago, but there has been strong resistance to the move.
Thirty Saudi women aged between 20 and 45 have started work in Jeddah, according to the al-Madina newspaper. Housemaids can face harsh conditions, including long hours, broken contracts and sexual abuse.
Hackers hit Twitter and Facebook
Micro-blogging service Twitter and social networking site Facebook have been severely disrupted by hackers.
Twitter was taken offline for more than two hours whilst Facebook's service was "degraded", according to the firms.
The popular sites were subject to so-called denial-of-service attacks on Thursday, the companies believe.
Denial-of-service (DOS) attacks take various forms but often involve a company's servers being flooded with data in an effort to disable them. "Attacks such as this are malicious efforts orchestrated to disrupt and make unavailable services such as online banks, credit card payment gateways, and in this case, Twitter for intended customers or users," said Twitter co-founder Biz Stone on the company's blog.
The service was restored shortly after the blog post, but the companies have had to continue to fend off the attack.
Facebook said its service was reduced but not taken offline. "No user data was at risk and we have restored full access to the site for most users," spokeswoman Brandee Barker told the AFP news agency. "We're continuing to monitor the situation to ensure that users have the fast and reliable experience they've come to expect from Facebook."
